Per state law (OCGA §50-32-14), the Georgia Regional Transportation Authority (GRTA) is required to review all Developments of Regional Impact (DRIs) within its 13-county metro Atlanta jurisdiction. GRTA’s purpose is to evaluate the proposed development’s effect on the surrounding transportation infrastructure and to identify options to mitigate current and future impacts to mobility using best-practice standards for transportation and land use.

GRTA DRI Review Process

A DRI is a large, master-planned development that exceeds a threshold size and land use type determined by the Georgia Department of Community Affairs (DCA). The Regional Commission within which the development is located determines if the project warrants a DRI review. If a review is warranted, the Regional Commission informs GRTA which then initiates its review process.
The review process begins with a Methodology Meeting to establish an agreed upon methodology for the transportation study that the applicant will undertake in their review. Applicants should prepare a Methodology Meeting Packet in advance of this meeting according to the appropriate template below, as specified in the template instructions and the GRTA DRI Review Procedures.

GRTA and the Regional Commission coordinate to involve partner agencies, adjacent local governments, and the applicant’s consultant team to maximize the sharing of information among participants and ensure that the review is conducted as efficiently as possible

GRTA DRI Review Procedures

The GRTA DRI Review Procedures establishes the requirements of the GRTA required Transportation Study for Developments of Regional Impacts. The GRTA DRI Review Procedures also establishes how GRTA reviews DRIs.
The GRTA Board adopted updated DRI Review Procedures on March 10, 2021. The updated Procedures became effective as of April 9, 2021.
