SRTA Board of Directors and Leadership

SRTA is governed by a five-member Board of Directors chaired by the Governor of Georgia. Board membership includes the Director of the Governor’s Office of Planning and Budget (OPB), the Commissioner of the Georgia Department of Transportation (GDOT), an appointee of the Georgia Lieutenant Governor and an appointee of the Georgia Speaker of the House. The Board meets on an as-needed basis to approve the Authority budget and conduct Authority business. Public notice of SRTA Board meetings in published on SRTA’s website in advance of meetings.

SRTA Leadership

Executive Director

In January 2023, Jannine Miller began serving as Executive Director of the State Road and Tollway Authority (SRTA), the Atlanta-region Transit Link Authority (ATL), and the Georgia Regional Transportation Authority (GRTA). Nominated by Governor Kemp and voted by the Boards of these vital transportation authorities, Ms. Miller leads three agencies that have the shared mission and focus of improving mobility in Georgia by providing reliable, safe, innovative, multimodal transportation solutions.

The Authorities’ operations include but is not limited to, the State’s Peach Pass tolling system, the Georgia Transportation Infrastructure Bank, the State’s metro-Atlanta regional commuter bus system known as Xpress, transportation and transit funding, and Transportation Improvement Program review. In addition to serving as Executive Director of the Authorities, Ms. Miller will continue serving as Governor Kemp’s appointee as Director of Planning for the Georgia Department of Transportation (GDOT).

Prior to GDOT, Ms. Miller served as Deputy Assistant Secretary at the U.S. Department of Transportation, advancing policy and program improvements across modes, including the Federal Railroad Administration, Federal Highway Administration, the Build America Bureau, and the Maritime Administration. She led Department-wide multimodal initiatives, such as railroad grade crossing planning, creation of the National Freight Strategic Plan, evaluating energy infrastructure policies, environmental permitting reform, assessment of a major metro area’s cordon tolling proposal and improving rural transportation networks.

In her more than two-decade career in the public and private sectors, Ms. Miller has also served in multiple other leadership, management, finance, policy, and planning roles. This includes serving as Senior Advisor to the U.S. Agriculture Secretary, the former Executive Director of GRTA, the Transportation Policy Advisor for the Governor’s Office, Senior Transportation Planner with ARC, Budget & Policy Analyst at OPB, the Logistics Center Director for the Department of Economic Development and as an ex-Officio Board Member at MARTA.

Ms. Miller has received numerous recognitions including, “Notable Georgian” and one of the state’s “Top 40 Under 40 – Best and Brightest” by Georgia Trend Magazine, “Champion for Transportation” by the Perimeter Community Improvement Districts and honored as one of the 100 Most Influential in Georgia Engineering by Georgia ACEC. She is also named as an inventor on two patents that optimize operations of public transportation infrastructure.

Ms. Miller holds a Master of Business Administration in Global Commerce from Georgia Tech, as well as a Master of Public Administration and a Bachelor of Science degree in Community Nutrition from Georgia State University.

Engineering & Delivery Division

The Engineering and Delivery Division is made up of the Office of Engineering, Project Management, and Business Intelligence and Data (BID), and Strategic Programs.The Office of Engineering oversees tolling infrastructure on Express Lanes. Engineering is also responsible for the design, installation, implementation, and testing of the new toll systems that SRTA uses to operate the Express Lanes Network in metro-Atlanta.The Office of Project Management oversees all projects undertaken at the Authority. These projects can range from marketing to toll system replacements. PMO provides standard project management processes, policies and methods across all Authorities.The Office of Business Intelligence and Data (BID) serves as an in-house consultant for the Authorities. BID provides analysis, data, performance reporting, special research, and program development to support evidence-based and customer-focused improvements. BID also manages the TIP Approval process.The Office of Strategic Programs oversees SRTA grant programs which includes the Georgia Transportation Infrastructure Bank (GTIB). The team provides grant oversight and project management for tolling, in addition to other project and program management efforts as assigned by the Chief Engineer.

Finance Division

The Finance Division is responsible for the day-to-day financial activities of the authority, including budget, accounts payable, revenue, grants, general accounting, and bond management. The Finance Division has overall responsibility for ensuring annual financial statements are accurate and complete, as well as adhering to and completing all State and Federal reporting.

Legal Division

The Legal department handles all of the legal and procurement needs of SRTA as well as handle Violation Matters before the Office of State Administration Hearings.

Mobility Operations Division

The Mobility Operations Unit is responsible for oversight and operations of Georgia’s Peach Pass tolling programs, including Toll facilities operations, operations training and quality assurance, image review, the Office of Customer Service, Interoperability services, the Toll Operations Center and toll violations programs. The team strives to ensure our customers receive a consistent positive experience. We are dedicated to upholding SRTA’s mission by connecting people, jobs and communities regardless of their mobility choice in a reliable timely manner.

Shared Services Division

The shared services division is comprised of the Offices of External Affairs, Human Resources, Information Technology and Board Support. Its primary focus is to support the internal and external needs of SRTA, GRTA, and its stakeholders.
